Postmark on pühendatud Ülemaailmse Postiliidu (UPU) loomise initsiaatori Heinrich von Stephani 100. surma-aastapäevale.
Heinrich von Stephan oli Saksa ja rahvusvahelise postiasjanduse väljapaistev tegelane. Tema viis Euroopas sisse postitariifide arvestuse postisaadetiste kaalu, mitte kauguse järgi; aitas kaasa kõigi riikide postiametkondade tihedale koostööle ja oli üks põhilisi Ülemaailmse Postiliidu asutajaid aastal 1874. Heinrich von Stephan asutas maailmas esimese postimuuseumi - Saksa Riigipostimuuseumi Berliinis 1872. Tema algatusel asutati esimene posti- ja telegraafikool 1885 aastal.
Postmargi kujundamisel on kasutatud saksa kunstniku Anton Weberi (1833-1909) õlimaali fragmenti.
Centenary of the death of Heinrich von Stephan (1831-1897), a founder of the Universal Postal Union. Heinrich von Stephan, an outstanding organizer of German and international postal service, introduced Europe-wide postal tariffs based on weight not distance as before, he contributed to close cooperation between all countries’ postal agencies and was a leader among the founders of the Universal Postal Union 1874. In 1872 in Berlin Heinrich von Stephan established the world’s first postal museum and the first school to train officials for the post and telegraph service was set up on his initiative in 1885. The vignette of the stamp is based on a painting of Heinrich von Stephan by the German painter Anton Weber (1833-1909).
