OSTLAND

From the date of the German invasion of the Eastern European countries - to the issue of the Ostland stamps on November 4, 1941, all German stamps (including service-marks and party service-marks) were valid for franking. They were valid also after the issue of the Ostland stamps. The Ostland stamps were sold only by the Baltic Civilian Post authorities in Estonia, Latvia and Belarus and by German Post Offices in the Eastern Europe countries.
