Soon after the restoration of Estonian independence on 20 August 1991, the government decided
to resume the issue of postage stamps. The first series of nine stamps in the Coat of Arms
design, seven of them printed in Leipzig and two in Stockholm, came on sale on 1 October 1991.
The stamps were designed by Vello Kallas.
In the ten years since, the Estonian postal authorities have issued more than 200 stamps, 13
souvenir sheets and 3 booklets, most of them printed by Tallinn's Vaba Maa Printers.
The anniversary stamp features one stamps from the series issued on 1 October 1991.
