Finno-Ugric congresses are held every five years since 1960 in continuity of pre-WW II Finno-Ugric cultural congresses.
The 9th Finno-Ugric Congress, Congressus Nonus Internationalis Fenno-Ugristarum, devoted to Finno-Ugric studies on the threshold of the new millennium, takes place from 7 to 13 August 2000 in Tartu, jointly organized by Tartu University and the Estonian Finno-Ugric Committee.
The stamp features part of a hand-woven girdle with symbolical figures of Finno-Ugric peoples, which are not just pleasing to the eye, but also lend its wearer magical protection and power. The girdle itself is a symbol of togetherness and strength.
The girdle, from the southeast Estonian Voru area, is kept at the Estonian History Museum.
